In a Note addressed to Canada from the United States of America, dated May 5, 1986, reference is made to Article III, paragraph 1(b) of the Pacific Salmon Treaty (CTS 1985 No. 7) and to paragraph D of the Memorandum of Understanding to the Treaty. It notes that the Pacific Salmon Commission has advised that it would not be possible to reach agreement within the time limits set out in paragraph D on the percentage of Total Allowable Catch of salmon deemed to be of United States origin, and proposes that the parties agree to extend the time limit by one year. In a reply dated August 13, 1986, Canada advises that the proposal meets with the approval of the Government of Canada and confirms that the note and the reply constitute an Agreement between the parties that enters into force on August 13, 1986, with effect from March 18, 1986.; Fisheries and Oceans Canada
