The Convention for the Establishment of the Desert Locust Control Organization For Eastern Africa was initially negotiated in 1962 as a free-standing agreement. The Parties to that Convention asked that it be amended to establish the Desert Locust Control Organization for Eastern Africa within the framework of the UN FAO by an agreement to be concluded under Article XV of the Constitution of the FAO. This was accomplished by amendments approved on 2 July 1965 by the FAO Council at its 44th Session. The new agreement was renamed the "Agreement regarding the Desert Locust Control Organization for Eastern Africa."
