The following countries, pursuant to Article 25 (4), declared that any amendment to Annex A, B or C shall enter into force only upon the deposit of their instrument of ratification, acceptance, approval or accession with respect thereto: Argentina, Australia, Bahrain, Bangladesh, Botswana, Canada, China, Estonia, Guatemala, India, Mauritius, Micronesia, Republic of Korea, Republic of Moldova, Slovakia, Russian Federation, Slovenia, Spain, Vanuatu, Venezuela.
