In accordance with the terms of the resolution and article XV(2) of the Convention the amendments entered into force on 11 March 1979 for all Contracting Parties with the exception of those referred to under (C) below. C. Contracting Parties which made a declaration of non-acceptance: Germany, Federal Republic of AND New Zealand. [Ed: Both these declarations did not influence the amendments entering into force for these countries.]
