It consists of 15 articles, 1 annex with 3 appendices and 1 protocol. The Agreement regulates the fishing activities of vessels flying the flags of member states of the Community in the waters over which Cape Verde has sovereignty or jurisdiction in accordance with the provisions of the UNCLOS (art. 1). Fishing activities of Community vessels are subject to the possession of a fishing licence, issued by the competent authorities of Cape Verde, in compliance with the procedure set out in the annex. In return for the fishing rights granted by the Government of Cape Verde, the Community shall make a financial contribution according to the procedure set out in the protocol. A joint committee shall be set up in order to assure the proper implementation of the Agreement (art. 9). The Agreement shall be in force for an initial period of 3 years from the date of its entry into force. Unless one of the parties ends it by giving notice 6 months before the end of the initial pe riod, it shall be extended for further periods of 2 years, unless denounced by notice given at least three months before the end of any such two-year period (art. 13). The annex to this Agreement concerns the conditions for the exercise of fishing activities by Community vessels in the Cape Verde fishing zone. A model form of the application for foreign industrial fishing vessels is contained in Appendix 1; an ICCAT model form for the registration of total catch of tuna-fish is contained in Ap pendix 2.
