Amendments To Articles 15, 26 And 27 Of The Convention On The Protection Of The Marine Environment Of The Baltic Sea Area

The amendments were proposed by Denmark and Germany and communicated by the Government of Finland to the Contracting Parties on 1 May 1991. They came into force on 3 February 1993, i.e., 90 days after the date of receipt by the Government of Finland of notifications of acceptance by all the Contracting Parties, in accordance with article 23 (1) of the Convention:

The amendments read as follows:
Article 15
The following sentence shall be added to paragraph 3 as the second sentence:
"In addition to the contributions made by its Member States the European Economic Community will contribute at most 2,5% of the administrative costs of the budget."
Article 26
The following paragraph shall be added:
"1 bis. The present Convention shall be open for accession by the European Economic Community. Within the area of its competence, the European Economic Community is entitled to a number of votes equal to the number of its Member States which are Contracting Parties to the present Convention. The European Economic Community shall not exercise its rights to vote in cases where its Member States exercise theirs and conversely."
Article 27
The following paragraph shall be added:
"2. For the European Economic Community acceding to the Convention according to Article 26 the Convention shall enter into force two months after the deposit of the instrument of accession."
