Excellency,

I have the honour to refer to the Agreement between the Government of Canada and the Government of the Union of Soviet Socialist Republics on Cooperation in Fisheries in the North-eastern Pacific Ocean off the Coast of Canada, done at Moscow on January 22, 1971, as amended and extended for two years by an exchange of notes done at Ottawa on February 15, 1973. In accordance with arrangements recorded in the Summary Records of the meetings of representatives of our two Governments held in Ottawa, November 21-25, 1974, and in Moscow January 23 and 24, 1975, I have the honour to propose, on behalf of the Government of Canada, that the Agreement be extended for a period of one year from February 19, 1975 and that Article VI, paragraph 2 of the Agreement be amended to replace Nanaimo with Port Alberni as a port of call for scientific research vessels of the Union of Soviet Socialist Republics.

If this proposal is acceptable to the Government of the Union of Soviet Socialist Republics, I have the honour to propose that this note, in English and in French, and Your Excellency's reply in Russian to that effect, shall constitute and Agreement between our two Governments to extend, as amended, the Agreement of January 22, 1971 on Co-operation in Fisheries in the North-eastern Pacific Ocean off the Coast of Canada, as extended and amended by the exchange of notes of February 15, 1973, for a further period of one year, and to propose that such agreement enter into force on February 19, 1975.

I have the honour to refer to your Note dated January 24, 1975, concerning the Agreement between the Government of the Union of Soviet Socialist Republics and the Government of Canada on Cooperation in Fisheries in the North-eastern Pacific Ocean off the Coast of Canada, done at Moscow on January 22, 1971, as amended and extended for two years by an exchange of Notes done at Ottawa on February 15, 1973, and to Summary Records of the meetings of representatives of our two Governments held in Ottawa, November 21 to 25, 1974, and in Moscow, January 23 and 24, 1975. I agree, on behalf of the Government of the Union of Soviet Socialist Republics, that the Agreement be extended for a period of one year from February 19, 1975, and that Article VI, paragraph 2, of the Agreement be amended to replace Nanaimo with Port Alberni as a port of call for scientific research vessels of the Union of Soviet Socialist Republics.

I have the honour to inform you that the Government of the Union of Soviet Socialist Republics agrees to regard your Note dated January 24, 1975, and this reply as an Agreement between our two Governments to extend, as amended, for one more year, the Agreement on Co-operation in Fisheries in the North-eastern Pacific Ocean off the Coast of Canada done at Moscow on January 22, 1971, as extended and amended by the exchange of Notes of February 15, 1973. The Agreement shall enter into force on February 19, 1975.
