Ratification inferred based on the fact that it is known to have taken effect on 1 January 1954, based on paragraph 8 of article VIII of the Convention: "The proposal shall become effective for all Contracting Governments four months after the date on which notifications of acceptance shall have been received by the Depositary Government from all the Contracting Governments participating in the Panel or Panels for the sub-area or sub-areas to which the proposal applies." IEADB assumes that Canada and the US were the "Contracting Governments participating in the Panel" and that they ratified by 1 September 1953. And then these amendments took effect for all contracting governments on 1 January 1954.
