Representatives from Australia, Cook Islands, Federated States of Micronesia, Kiribati, Marshall Islands, Nauru, New Zealand, Palau, Papua New Guinea, Samoa, Solomon Islands, Tonga and the United States signed the amendments and MOU, Saturday.
