***Notes re: original agreement being amended: Paragraph 4 of Article 21 provides that the Constitution shall enter into force, with respect to all the States that have signed it or accepted it, once it has been signed or accepted by not less than half of the States participating in the Constituent Assembly. The Constitution entered into force on 24 June 1993 since the six States participating in the Constituent Assembly had signed it the same day.
