Preamble: 'The Governments of the Republic of Botswana, the People's Republic of Mozambique, the United Republic of Tanzania, the Republic of Zambia, and the Republic of Zimbabwe, being Parties to this Agreement and referred below as the Parties,' and Article 5: '1. This Agreement shall enter into force on the date of signature thereof. ... 5. The Agreement shall remain open for accession by the People's Republic of Angola, Malawi and Namibia, represented by the United Nations Council for Namibia and shall enter into force for Angola, Malawi and Namibia on the date of the deposit of their instruments of accession.'
