Exact dates for this arrangement are not available but the evidence suggests it was negotiated at the same time as the Nauru Agreement and took effect in September 1983. As a matter of fact, the first implementing arrangement was negotiated simultaneously with the Nauru Agreement. Consequently, its conclusion was easily facilitated. Unfortunately, the consultants were not able to ascertain the exact dates of the entry into force of the first implementing arrangement.
