Said amendments, not involving new obligations for the members of the Commission, took effect on 28 November 1986, the date of their approval by the Council of the Organization, in accordance with article XVII (4) of the Agreement. 'At its Ninetieth Session, on 28 November 1986, the FAO Council, by Resolution 3/90, approved amendments to the Agreement according to which the present title was adopted. The amendments entered into force for all the parties to the Agreement.'
