Cuba accepted this Protocol on 19890111 but Cuba left the commission on 19911231. As the Protocol did not enter into force until 1997, Cuba was never bound by this Protocol. Cuba was a member of the Commission from 19750115 to 19890111. This is entered in IEADB to avoid confusion that arises because Cuba accepted this protocol and the protocol entered into force but it did not enter into force for Cuba.
