The amending Protocol; is concluded the light of recognition by both Parties of the need for strengthened efforts to address the continuing contamination of the Great Lakes Basin Ecosystem, particularly by persistent toxic substances. General objectives for the Great Lakes System are set out in article III, and specific objectives for the boundary waters of the Great Lakes System in article IV. Water quality standards and other regulatory requirements of the Parties shall be consistent with the achievement of the General and Specific Objectives. The International Joint Commission shall assist in the implementation of this Agreement. To assist the International Joint Commission in the exercise of the powers and responsibilities assigned to it under this Agreement, there shall be two Boards: (a) a Great Lakes Water Quality Board which shall be the principal advisor to the Commission and (b) a Great Lakes Science Advisory Board.
