Th e two Governments agree: that the part studies carried out by the South African and Portuguese study groups taken in conjunction shall serve as a guide for the development of the water resources of the Kunene River basin; that a Permanent Joint Technical Commission be established, which shall act solely in an advisory capacity, to study and report on matters relating to the present Agreement; the Commission shall consist of an equal number of members from each country, appointed by the respectiv e Governments.
