Decision (M(87)10) of the Committee of Ministers of the Benelux Economic Union regarding a Belgian-Dutch border park 'Kalmthoutse Heide'

The Committee of Ministers of the Benelux Economic Union,

Having regard to the Benelux Agreement on Nature Conservation and Landscape Protection, M (81) 4, signed at Brussels on 8 June 1982, and in particular Articles 2, 3 and 4,

Considering that the creation of transboundary parks is an important objective of the aforementioned Agreement,

Has decided the following:

Article 1

1. For the 'Kalmthoutse Heide' area, as delimited on the map 1 accompanying this Decision , the possibilities of designating this area as a cross-border park within the meaning of Article 3 of the Benelux Agreement will be explored over a period of three years. on nature conservation and landscape protection. The three-year period can be extended once by a maximum of one year.

2. At the end of the period referred to in the first paragraph, a decision will be taken on the designation of the area as a cross-border park.

Article 2

The competent authorities undertake for the purposes of the decision referred to in Article 1, paragraph 2:

1.initiate the necessary procedures and

2.to pay particular attention to the possibilities of coordinated measures in the area referred to in Article 1:

a.to ensure the preservation of the nature and value of the landscape and natural areas and the protection of the water;

b.to ensure the coordination of economic activities, in particular in the field of forestry and agriculture, with the quality of the landscape and the natural environment,

all this with due regard for the social and cultural interests of the residents involved.

Article 3

1.The competent authorities inform each other about the progress of national procedures.

2.The competent authorities shall promote consultations aimed at the possibility of developing common policies for the site referred to in Article 1 and of the possibilities for harmonized and coordinated application of those policies and of management measures for the site.

Article 4

This Decision shall enter into force on the day of its signature.
