Tokyo, March 18, 1986

Excellency

I have the honor to refer to the Agreement between the United States of America and Japan concerning an International Observer Scheme for Whaling Operations from Land Stations in the North Pacific Ocean, signed atTokyo on May 2, 1975. I have the honor to propose on behalf of the Government of the United States of America that the provisions of the Agreement shall be applied in accordance with the laws and regulations of the respective countries, until March 31, 1988.

I have further the honor to propose that if the foregoing proposal is accept able to the Government of Japan, the present Note and Your Excellency's Note in reply indicating such acceptance shall be regarded as constituting an agreement between the two Governments, which will enter into force on the date of Your Excellency's reply.

I have the honor to acknowledge the receipt of Your Excellency's Note of today's date, which reads as follows;

I have further the honor to confirm that the foregoing proposal of the Government of the United States of America is acceptable to the Government of Japan and to agree that Your Excellency's Note and this Note shall be regarded as constituting an agreement between the two Governments, which will enter into force on the date of this reply.
