Agreement Between the World Health Organization and the Government of Costa Rica Concerning A Nation-Wide Insect Control Programme

The Government of Costa Rica (hereinafter referred to as " the Government "), represented by Dr. Carlos Saenz Herrero, Minister of Public Health, and
The World Health Organization (hereinafter referred to as " the Organization"), represented by Dr. Fred L. Soper, Regional Director,
HAVE AGREED AS FOLLOWS :
Part I
PLAN OF ACTION
1. OBJECTIVES
The objectives of the nation-wide insect control programme shall be :
1.1 To control malaria and eradicate Aëdes aegypti throughout the Republic of Costa Rica by the application of modern insecticides.
1.2 To control other insect-borne diseases which are affected by the same insecticides.
1.3 To reduce morbidity and mortality among children by reducing the fly population.
1.4 To evaluate the results of this programme by comparing the morbidity and mortality rates of insect-borne diseases, and by determining the Aëdes aegypti index.
1.5 To train local professional and auxiliary personnel and also, upon request, and as far as possible, personnel from other countries within the region, in the most effective methods of insect control by the application of modern insecticides.
1.6 To furnish technical advice to the Ministry of Public Health on problems related to this programme, upon request and to the extent compatible with the attainment of the above objectives and the availability of international personnel for the programme.
2. NATURE AND SCOPE OF THE PROJECT
2.1 The project shall comprise :
2.1.1 A preliminary survey of insect-borne diseases, if no relevant data are available;
2.1.2 The preparation of a detailed plan of operations for the nation-wide campaign;
2.1.3 Nation-wide insect control operations by means of the application of modern insecticides;
2.1.4 An evaluation of the effectiveness of the control methods employed.
2.2 Following the plan outlined in the Annex to this Agreement, the domiciliary application of residual action insecticides throughout all areas of the Republic of Costa Rica where endemic malaria and/or Aëdes aegypti exist, whether or not associated with other insect-borne diseases which can be controlled by such applications, in order to protect the population, directly or indirectly, against such vectors.
2.3 Control and appraisal of the results of the programme will be effected through systematic surveys and searches for mosquitoes, checking the results of insecticide applications at periodic intervals.
3. ADMINISTRATION AND PLANNING
3.1 A plan of operations for the nation-wide campaign shall be prepared and be annexed to this Agreement.
3.2 The project will be conducted under the responsibility of the Government. The Organization will furnish technical advice.
3.3 The operations of the programme will be carried out by the Department of Public Health of the Ministry with the technical collaboration of a consultant of the Organization. The programme will be conducted under the immediate supervision of the Director General of Health, who will be assisted by two Costa Rican technicians trained at the School of Malariology of Maracay, Venezuela.
3.4 The technical consultant of the Organization will be under the administrative direction of the Sector Office of the Pan American Sanitary Bureau, located in Guatemala City, Guatemala, and will act in mutual agreement with the Ministry.
3.5 The local personnel required to carry out the programme will be provided by the Ministry, utilizing as many teams as may be required to accomplish the objectives of the programme in accordance with the plan of operations.
3.6 The Ministry will notify the public health officials and the local authorities of the objectives of this project and will ensure their co-operation.
4. PUBLICATION AND REPORTS
4.1 The Ministry will encourage the widest possible publicity on the results of this project, by means of both national and international publications.
4.2 Regular monthly reports on the progress of the programme shall be submitted to the Minister by the director of the programme, three copies of which will be transmitted to the Organization through the Pan American Sanitary Bureau, Regional Office for the Americas.
4.3 At the completion of the programme, a final report on the entire operations of the programme shall be prepared by the Ministry in agreement with the technical consultant of the Organization.
Part II
COMMITMENTS OF THE ORGANIZATION
1. Upon request of the Ministry, the Organization shall provide the services of a technical consultant of recognized experience, for the duration of this Agreement. For this technical consultant the Organization will pay the salary and external transportation expenses. It is understood that the services of the said technical consultant are also to be available to the other Central American Governments which are simultaneously carrying on similar projects.
Part III
COMMITMENTS OF THE GOVERNMENT
1. The Government shall contribute a minimum annual sum of $147,480 (Costa Rican colones) for the duration of this Agreement, subject to normal budgetary limitations, it being understood that this is the same sum pledged in the bilateral agreement concluded with UNICEF.
2. The above-mentioned funds will be used to provide the local personnel administrative facilities, equipment, supplies, materials and other expenditures necessary for the execution of the programme (except those items specified to be provided by the United Nations International Children's Emergency Fund
in a separate agreement between the Government and UNICEF). Any other existing national laboratory facilities will be made available for the programme as required.
Part IV
CONTRIBUTION BY UNICEF
1. It is understood that the contribution of the United Nations International Children's Emergency Fund in the form of equipment, supplies and other essential material which meet the technical requirements adopted by the Organization is specified in a separate agreement between UNICEF and the Government.
Part V
CONTINUATION OF THE PROJECT
1. The Government will continue the activities of this programme within the scope of available resources, when assistance from the Organization and/or the United Nations International Children's Emergency Fund is withdrawn.
Part VI
DURATION
1. This Agreement and the Annex thereto shall come into force on 1 January 1951 and shall remain in force until 31 December 1951, subject to the normal budgetary limitations of the Organization in the year commencing 1 January 1951, and it may be revised or revoked at the request of the Ministry.
IN WITNESS WHEREOF the undersigned, duly authorized for that purpose, have signed this Agreement.
