Article 1

Sides will take necessary measures for the sanitary- quarantine control in the points of passage on the boundaries of the states of the parties in accordance with the enumeration of quarantine and other infectious diseases and the enumeration of goods and cargo, that be subject to the sanitary- quarantine control (appendix 1 and 2). Given enumerations can be changed on the resolution of council for collaboration in the region of public health of the cooperation of the independent states. Article 2

Sides obyazuyutsya to soblyudat' the mutually-coordinated sanitary rules and regulations on the sanitary protection of territories from delivery and spread of quarantine and other infectious diseases, which present special danger to the population, goods and it is cargo with the import, the export and the transit through the points of passage on the boundaries of the states of the parties. Sanitary the rules and regulations indicated are considered as the intergovermental by council for collaboration in the region of public health of the cooperation of the independent states.

Article 3

For purposes of the development of regular collaboration in the region of the sanitary protection of the territories of side tyuey obyazuyutsya:

• to take the necessary measures for warning of delivery and spread of quarantine and other infectious diseases, which present special danger to the population, from the state territory of one side to the state territory of other side;

• to achieve the necessary measures for averting of delivery and realization with the import, the export and the transit of potentially dangerous for the health of population goods it is cargo;

• to be exchanged normative- lawful and other documents, which regulate measures for the sanitary protection of territories;

• to exchange information about development and spread of quarantine and other infectious diseases, which present special danger to the population, in the state territories of the parties;

• to exchange information about the scientific research works in the region of the sanitary protection of territories;

• to be exchanged specialists for purposes:

- the realization of the selective health and hygiene checking of goods in the places of their production and billet;

- operational resolution of questions of sanitary- quarantine control on the boundary points of passage;

- the study of the achievements of science and practice in the region of the sanitary protection of territories within the framework of the existing collaboration;

• to render each other scientific, technical and other aid in taking of counterepidemic measures for the sanitary protection of territories (development, localization and the liquidation of epidemic centers) and realization of sanitary- quarantine control;

• to send on mission on the request of any side of the specialists of antiplague or other counterepidemic establishments one or several sides in the extraordinary situations of epidemiological nature.

Article 4

Scientific methods management, the coordination of the research works, conducted by sides in the region of the sanitary protection of territories, and also development together with the corresponding state sanitary-epidemiological services and the scientific research institutes of normative documents, instructions and recommendations regarding questions of the sanitary protection of territories is achieved by a scientific research antiplague institute "microbe" of the Russian Federation.

Article 5

Sides obyazuyutsya to take in accordance with the current legislation about the sanitary protection of the state territory of Side- importer all measures to averting of delivery and propagation upon the state territory of other side of potentially dangerous for the health of population goods and it is cargo.

Each material lot or it is cargo, that is subject to sanitary- quarantine control, exported from the state territory of one side to the state territory of other side, it must be accompanied by the permissive document, given out by the national state sanitary-epidemiological service, which confirms hygienic estimation. In the document is certified the correspondence of goods or load to the health and hygiene requirements, presented by the importing side. Expenditures on the delivery of this document bears the owner of goods or load according to the tariffs accepted in the side.

Each material lot or it is cargo, that is subject to sanitary- quarantine control, which is transported by transit through the state territory of one side, it must be accompanied also by the permissive document, given out by the state sanitary-epidemiological service of the guiding side, which confirms hygienic estimation.

The authorized organs of the parties leave after themselves right with the import to the territory of their states of goods and it is cargo, that be subject to sanitary- quarantine control, to advance additional conditions due to the health and hygiene state of the party of this goods or load. In the cases indicated the competent authorities of Side- importer must notify the competent authorities of Side- exporter about the additional conditions of the health and hygiene state of goods and is cargo, the periods of the action of additional conditions and the enumeration of goods and it is cargo, to which they are extended.

Article 6

Transportation means of one side, utilized for the transportation of passengers, goods it is cargo to the state territory of other side, and also the container packing and other packing materials for the transportation of goods and it is cargo they must correspond to the health and hygiene and counterepidemic requirements of the assuming side.

Article 7

The corresponding authorized organs of the parties have right (with the required participation of the representative of Side- exporter) to the recovery to the state territory of Side- exporter or the disinfection of goods or load in the case of detecting in it of carriers or agents of quarantine or other infectious diseases, separately dangerous for the population with the sanitary- quarantine control on the boundary point of the state of Side- importer, and with the impossibility of recovery or disinfection of goods or load - to his destruction. On each such case the Side- importer informs the appropriate organs of Side- exporter.

Article 8

The present agreement does not affect right and obligation of sides, which escape from the international agreements, participants in which they are, and it does not prevent the conclusion of other international agreements.

Article 9

The present agreement is opened for the connection of other states, prepared to accept for itself the obligations, which escape from present agreement.

Article 10

The present agreement comes into force from the day of signing, and for the sides, whose legislation requires the fulfillment of the domestic political procedures, necessary for its coming into force, from the day of the delivery of the corresponding informations to depositor.

On the need of fulfilling such procedures of side they notify depositor in the course of three months from the day of the signing of present agreement.

Article 11

The present agreement acts for 5 years from the day of its coming into force and automatically it is prolonged for the subsequent 5- summer period, if sides do not make another decision.

Any side can leave the present agreement, after directing written information about this to depositor not later than 6 months prior to output.

Article 12

By the mutual agreement of sides in the present agreement can be introduced the changes and the additions, designed by the separate protocols, which come into force in the order, provided by article 10 present of agreements.

Article 13

The debatable questions, connected with application or interpretation of present agreement, are resolved via consultations and negotiations of interested parties or with the use of other procedures, which do not contradict the standards of international law.

It is perfected in Minsk city on 31 May, 2001, in one authentic copy in the Russian language. Authentic copy is stored in the executive committee of the cooperation of the independent states, which will direct to each state, which signed the present agreement, its certified copy.
