12 July, 1971 Excellency,

I have the honour to refer to the exchange of letters between the Government of the United Kingdom of Great Britain and Northern Ireland and the Food and Agriculture Organization of the United Nations (FAO) setting forth the conditions under which the former Anti-Locust Research Centre in the United Kingdom, which has been merged with effect from 1 June 1971 with other units to form the Centre for Overseas Pest Research, would conduct for a period of five years the Desert Locust Information Service.3 The period of five years referred to in the above-mentioned exchange of letters will expire on 30 June 1971.

At present financial provision is only available for the payment of US S20,000 to the Centre for Overseas Pest Research, as a contribution towards the additional cost incurred by the Centre in connection with the continued operation of the Desert Locust Information Service.

Under the circumstances I have the honour to propose that the agreement contained in the exchange of letters concluded between your Government and the FAO in 1967 concerning the Desert Locust Information Service be extended under the same conditions for a further period of one year commencing on 1 July 1971 and expiring on 30 June 1972.

If the above proposals are acceptable to the Government of the United Kingdom of Great Britain and Northern Ireland, I suggest that the present letter and your reply in that sense should be regarded as constituting an agreement in this matter between the Government of the United Kingdom of Great Britain and Northern Ireland and the Food and Agriculture Organization of the United Nations which shall enter into force on the date of your reply.

I have the honour to inform you that the foregoing proposal is acceptable to the Government of the United Kingdom of Great Britain and Northern Ireland, who therefore agree that your letter and the present reply shall constitute an extension to the agreement in this matter between the Government of the United Kingdom of Great Britain and Northern Ireland and the Food and Agriculture Organization which shall enter into force on today's date.
