| Art.9.1 | 1. At the invitation of the Chairman, the Commission shall meet for one plenary session per year. |
| Art.9.2 | 2. Extraordinary plenary sessions may be called by the Chairman, upon his initiative or at the request of at least two delegations. |
| Art.9.3 | 3. The Chairman shall propose the agenda. Each delegation shall have the right to have items included on the agenda that it wishes to have discussed. |
