"By February 2012, the text of the Benguela Current Convention had been negotiated and circulated to the Contracting Parties so that they could complete their internal checks and approvals ahead of signing of the Convention. However, this process took longer than anticipated and as the end of the year approached, there was some concern that the Interim Agreement that had established the Benguela Current Commission in January 2007, would expire before the Convention was signed. As a result, the countries agreed to sign a document to legally extend the Interim Agreement until such time as the Convention could be signed.
