Her Majesty the Queen of the United Kingdom of Great Britain and Ireland, Empress of India; His Majesty the German Emperor, King of Prussia, in the name of the German Empire; His Majesty the Emperor of Austria, King of Bohemia, etc, and Apostolic King of Hungary; His Majesty the King of the Belgians; His Majesty the King of Spain, and, in his name, Her Majesty the Queen-Regent of the Kingdom; the President of the French Republic; His Majesty the King of the Hellenes; His Majesty the King of Italy; His Royal Highness the Grand Duke of Luxemburg; His Highness the Prince of Montenegro; His Majesty the Emperor of the Ottomans; Her Majesty the Queen of the Netherlands, and, in her name, Her Majesty the Queen-Regent of the Kingdom; His Majesty the Shah of Persia; His Majesty the King of Portugal and the Algarves; His Majesty the King of Roumania; His Majesty the Emperor of all the Russias; His Majesty the King of Servia; and the Swiss Federal Council, having decided to come to an understanding with a view of determining the measures to be taken to prevent the invasion and propagation of the plague; and the sanitary supervision to be established with this object in the Red Sea and Persian Gulf, have named as their Plenipotentiaries, that is to say:

Who, having compared their full powers, found in good and due form, have agreed upon the following provisions with regard to the regions infected with plague, as well as in respect of arrivals from those regions:
1. The measures indicated and detailed in the "General Sanitary Regulation for preventing the Introduction and Propagation of Plague" annexed to the present Convention, which have the same force as though they were embodied in it, are adopted.
2. The competent authorities of Morocco shall be recommended to carry out, in the ports of that country, measures in harmony with those provided in the abovementioned Regulation.
3. Countries who have not taken part in the Conference, or who have not signed the Convention, may accede to it at their request.
Such accession shall be notified, through the diplomatic channel, to the Royal Government of Italy, and by the latter to the Signatory States.
4. The present Convention shall remain in force for five years, reckoning from the deposit of ratifications. It shall be renewed quinquennially on the same conditions, without formal extension, unless one of the High Contracting Parties shall, within six months before the expiration of the abovementioned quinquennial period, have signified its intention of no longer being bound by it.
In case one Power shall denounce the Convention, such denunciation shall only affect the Power in question.
5. The High Contracting Parties reserve the right of suggesting, by the diplomatic channel, any modifications which they think it necessary to introduce into the Convention or into its Annex.
The present Convention shall be ratified; the ratifications shall be deposited at Rome, as soon as possible, and, at latest, within a year from the date of signature.
IN VIRTUE OF WHICH the respective Plenipotentiaries have signed it, and have attached their seals to it.
