The Agreement is signed at Washington March 1, 1991. The Agreement remains in force until it is terminated by either Government upon prior notification at least three months before the end of the current fishing year as agreed by the two Governments. Such termination shall be effective on the last day of the fishing year.; The Parties Agree that the French competent authorities shall issue a non-specified amount of fishing licences va lid for periods to be determined annualy. These licences authorize U.S. flag vessels to fish in the economic zones of New caledonia and the Wallis and Futuna Islands. U.S. fishing in these zones shall be in accordance with provisions of this Agreement (art. I). The Government of the U.S. shall take appropriate measures to prevent U.S. vessels from fishing without a licence and so that the vessels so licensed abide the applicable fishing laws of the French Government (art. IV). If a U.S. vessel i s seized or its crew arrested, the competent French authorities shall immediately inform the Government of the U.S. of such action (art. V).
