Art.1 Article 1
Art.1.1 1. The purpose of this Convention is the prevention of major accidents involving hazardous substances and the limitation of the consequences of such accidents.
Art.1.2 2. This Convention applies to major hazard installations.
Art.1.3 3. This Convention does not apply to:
Art.1.3.a (a) nuclear installations and plants processing radioactive substances except for facilities handling non-radioactive substances at these installations;
Art.1.3.b (b) military installations;
Art.1.3.c (c) transport outside the site of an installation other than by pipeline.
Art.1.4 4. A Member ratifying this Convention may, after consulting the representative organizations of employers and workers concerned and other interested parties who may be affected, exclude from the application of the Convention installations or branches of economic activity for which equivalent protection is provided.
Art.23 Article 23
Art.23.1x The formal ratifications of this Convention shall be communicated to the Director-General of the International Labour Office for registration.
Art.24 Article 24
Art.24.1 1. This Convention shall be binding only upon those Members of the International Labour Organization whose ratifications have been registered with the Director-General.
Art.24.2 2. It shall come into force 12 months after the date on which the ratifications of two Members have been registered with the Director-General.
Art.24.3 3. Thereafter, this Convention shall come into force for any Member 12 months after the date on which its ratification has been registered.
